Default most effective programs??

I have been doing a few difrent type of programs but the other day i was talking to a man he said working the muscle 2 times a week is effective for him?
i have been doing 1 week rest for each muscle and i was woundering would working out the muscle twice aweak increase the results
as a muscle takes 48 recuperate if im right?

and then when you read some articals such as

what do you recommend?
